The TAF, the TEMPO Group, and the Change Indicator That Hides the Worst Hour of Your Flight

A complete guide to reading a Terminal Aerodrome Forecast (TAF), including how to interpret TEMPO groups and change indicators that often contain the most critical weather information.

A Terminal Aerodrome Forecast (TAF) contains far more information than most student pilots extract from it. The most dangerous weather in a TAF is often buried in change indicators - TEMPO groups, FM blocks, and PROB lines that pilots skim past because the base forecast looks acceptable. Reading a TAF correctly means reading all of it, in sequence, with an honest assessment of every window that overlaps with your flight.

What Is a TAF and When Does It Apply?

A TAF is a forecast for conditions within approximately five statute miles of an airport. The National Weather Service issues TAFs four times a day. Standard TAFs cover a 24-hour period; some larger airports publish extended TAFs covering 30 hours.

The issue time matters as much as the content. A TAF published eight hours ago may not reflect what forecasters know now. Always check the issue time before trusting the forecast.

A TAF is a professional estimate, not a guarantee. The forecasters who produce them are skilled, but the atmosphere doesn’t read their reports. Use the TAF as one critical input alongside METARs, AIRMETs, prog charts, and a flight service briefer when conditions are complex.

How Do I Decode the Header and Valid Period?

Every TAF opens with the same structure. The station identifier is a four-letter ICAO code - KDEN for Denver, KMCI for Kansas City. That tells you whose airport the forecast belongs to.

The issuance time follows. A time stamp like 2411302 means the TAF was issued on the 24th of the month at 1130 Zulu. Everything in aviation weather uses Zulu (UTC) time. Mixing local time and Zulu in your planning is how errors happen.

The valid period defines the forecast window. 2412/2512 means valid from 1200Z on the 24th through 1200Z on the 25th - your 24-hour window. Anything outside that range requires a different TAF.

How Do I Read the Base Forecast?

The base forecast represents expected conditions at the start of the valid period and remains in effect until a change indicator replaces it.

Winds appear first: three digits for direction, then speed in knots. 27010 means winds from 270 degrees at 10 knots. A G indicates gusts - 27015G25 means winds from the west at 15 knots, gusting to 25. Gust factors matter for crosswind calculations on arrival.

Visibility is reported in statute miles. P6SM means more than six statute miles - the P stands for “plus.” When visibility drops below six miles, the TAF gives specific values: 3SM, 1 1/2SM, 1/4SM. Fractions are a signal to slow down and read carefully.

Sky conditions use standard abbreviations: FEW (1–2 eighths coverage), SCT scattered (3–4 eighths), BKN broken (5–7 eighths), OVC overcast (8 eighths). Broken and overcast layers constitute a ceiling; few and scattered do not, by definition. Cloud heights are in hundreds of feet AGL - BKN030 means broken at 3,000 feet; OVC005 means overcast at 500 feet.

What Does FM Mean in a TAF?

FM stands for FROM and represents a hard cut. When you see FM followed by a six-digit time, everything after it completely replaces the previous block. Nothing carries over. It is a clean slate.

FM242000 means starting at 2000Z on the 24th, the winds, visibility, and sky conditions listed immediately after the FM group are the new forecast. If your arrival falls after an FM group, that block - not the base forecast - describes what you’ll find.

FM groups strung together tell a trend story. Progressive FM blocks with lifting ceilings indicate improving conditions. Progressive deterioration across FM groups is a trend you need to respect.

What Does BECMG Mean in a TAF?

BECMG stands for BECOMING and describes a gradual change over a defined time window. BECMG 2414/2416 means the change begins around 1400Z and should be complete by 1600Z.

During a BECMG window, conditions are in transition. If your arrival falls inside a BECMG window, you may arrive before the change completes. Read both the conditions before the BECMG group and after it to understand the range of what you might encounter.

What Does TEMPO Mean in a TAF - and Why Does It Matter?

TEMPO is the change indicator that catches pilots off guard more than any other.

TEMPO stands for temporary. The precise FAA definition: conditions listed in a TEMPO group are expected to last less than 60 minutes per occurrence and will affect less than half the total time in that forecast window.

TEMPO 2415/2418 describes potential temporary conditions between 1500Z and 1800Z - a three-hour window. Whatever is listed after TEMPO may materialize during that period, but each episode will be brief and won’t persist for more than half the window.

Here is where the misread happens: pilots see the word “temporary” and conclude they can probably thread through it. The word temporary describes duration and frequency. It says nothing about severity.

A TEMPO group reading TEMPO 2415/2418 +TSRA BKN005 is a forecast for heavy thunderstorms with a broken ceiling at 500 feet. That is a Low IFR situation. It might last 45 minutes. It might occur twice during the three-hour window. But when it is happening, that airport is not accessible to VFR traffic. Temporary does not mean trivial.

What Does PROB Mean in a TAF?

PROB indicates probability. PROB30 means a 30 percent probability that the listed conditions occur. PROB40 means 40 percent. The National Weather Service does not issue PROB20 - it considers that threshold too low to be operationally relevant. If a PROB group appears in the TAF, it earned its place there.

Resist the temptation to dismiss a PROB30 as unlikely. A 30 percent probability of IFR conditions or embedded thunderstorms is not a comfortable margin for flight planning. Frame it concretely: if there were a 30 percent chance of complete engine failure on your next flight, you would not fly.

PROB can combine with TEMPO: PROB30 TEMPO 2416/2419 means there is a 30 percent probability of temporary conditions during that window. Two qualifiers, but the conditions listed after them still determine the severity. Don’t let layered qualifiers dilute your assessment of what those conditions actually are.

How Do I Use a TAF to Plan a Cross-Country Flight?

Reading a TAF for planning follows a consistent sequence.

Step 1: Find your flight window on the TAF timeline. Convert your planned arrival to Zulu. If you’re landing at 1400 local on a mountain standard time airport, that’s 2100Z. Locate that point on the TAF.

Step 2: Build a mental timeline of all change groups. Identify where the base forecast ends, when FM groups take effect, and which TEMPO or PROB windows overlap with your arrival. Read every block - not just the leading line.

Step 3: Assess the trend. Are conditions improving or deteriorating through the day? The direction of change matters as much as any individual block.

Step 4: Evaluate every change group that overlaps your arrival window - honestly, not optimistically. If a TEMPO is calling for IFR conditions during your planned arrival time, decide in advance what your plan is if those conditions are active when you get there. Where is your alternate? Do you have the fuel to reach it? Are you instrument-rated and current in that aircraft?

VFR cross-countries have no legal alternate requirement, but if the TAF at your destination shows a TEMPO that could shut it down to VFR traffic, you need to know where you’re going instead - and you need to have pulled that airport’s TAF too.

How Do Weather Categories Apply to Reading a TAF?

Every block in a TAF maps to one of four standard categories:

  • VFR: ceiling above 3,000 feet and visibility above 5 miles
  • Marginal VFR (MVFR): ceiling 1,000–3,000 feet and visibility 3–5 miles
  • IFR: ceiling 500 to below 1,000 feet, or visibility 1 to below 3 miles
  • Low IFR (LIFR): ceiling below 500 feet or visibility below 1 mile

Mapping each TAF block to these categories gives you a quick picture of how conditions cycle through the day and where the serious weather lives. A TAF where the base forecast is VFR, the TEMPO is Low IFR, and a late FM block returns to MVFR tells a specific story - one with a dangerous middle.

This framework is also what private pilot examiners are testing. The Airman Certification Standards require you to obtain and analyze weather information, including TAF interpretation. Examiners want to see your judgment: Is this a go? What’s your plan if the TEMPO window is active when you arrive?

How Do TAFs and METARs Work Together?

A METAR is the observation - what conditions actually are right now at that airport. A TAF is the forecast. Together, they give you the prediction and the reality check simultaneously.

When you’re close to departure, compare the current METAR against what the TAF predicted for that time. If the METAR is already significantly worse than the TAF suggested, that is important information. Weather that is ahead of schedule in its deterioration is a signal worth heeding. An optimistic forecast that has already been outpaced by the actual conditions should shift your go/no-go calculus.
