A Military Operations Area (MOA) is special use airspace, and when it is active, a VFR pilot is legally allowed to fly straight through it - no clearance, no permission, no radio call required. “Active” does not mean “stay out”; it means military training is happening inside and you need to be aware of it. The regulation gives you the legal right, but the safe decision is yours to make.

What Is a Military Operations Area (MOA)?

An MOA exists to separate certain military training activities from other traffic. Inside, you might find air combat maneuvers, formation flying, aerobatics, and low-altitude tactics - fast jets doing steep turns, hard climbs, and maneuvers that don’t follow a predictable path.

On your sectional, an MOA is marked with a magenta hatched border. The MOA is the friendliest and most permissive kind of special use airspace. Its purpose is captured in one word: aware, not excluded.

The system deliberately leaves it legal to transit. Many MOAs are enormous - dozens of miles across and stacked thousands of feet high. If every hot MOA were a hard no-go, general aviation would lose gigantic, uncrossable dead zones for hours at a time, often right across the only sensible route between two towns. So the system trusts the pilot with the information and the decision.

MOA vs. Restricted vs. Prohibited: What’s the Difference?

These look similar on the chart but behave very differently. Mixing them up is a classic checkride stumble.

  • Prohibited Areas - outlined in blue with a P and a number (for example, P-56 over the National Mall in Washington). You do not enter. Ever, absent extraordinary arrangements.
  • Restricted Areas - marked with an R and a number. Genuinely hazardous activity happens inside: artillery, aerial gunnery, guided missiles. When active, you may not enter without permission from the controlling agency. When cold, you can often transit.
  • MOA - the soft one. When active, VFR traffic may fly through without permission or a clearance.

The rule of thumb: Restricted means ask first. MOA means be smart.

How Do I Plan a Cross-Country Around an MOA?

When your course line clips an MOA, don’t just note it and move on. Do three things.

1. Find out the hours. Every MOA has published times of use, found in the chart supplement and often printed right on the sectional near the area. Many MOAs are active only in specific windows - some only on weekdays, some go cold at night, some come alive at night. Often you’ll find the MOA isn’t in use when you’ll be there, and the question evaporates.

2. Confirm it’s actually active for your flight. This is where Flight Service earns its keep. A standard briefing includes the status of MOAs and Restricted Areas along your route. Real-time status increasingly feeds the apps you already use, drawing on the FAA’s Special Use Airspace website. But do not trust a printed schedule as gospel - the military can activate or release an MOA off its published times through real-time status. The only way to know for sure, right now, is to ask the controlling agency or the associated approach or center facility.

3. Decide on the ground. Don’t leave it as a live decision to sort out at 120 knots with the boundary on the nose. Decide over a cup of coffee and a sectional - either plan a route that avoids it, or plan to transit it with a specific safety plan.

How Do I Fly Through an Active MOA Safely?

If you’ve weighed it and you’re going through, here’s how to do it as safely as humanly possible.

Get flight following. Call the approach control or air route traffic control center (ARTCC) that works the area and request VFR flight following or traffic advisories through the MOA. That same facility is very often the one coordinating with the military aircraft in the box - they have the picture, they know the fighters are working the north half while you clip the south corner, and they can call traffic to you. One radio call turns you from an invisible blip into a known quantity the system is actively watching.

If you can’t get flight following, monitor and consider self-announcing on the appropriate frequency, and turn on every light you have - landing light, taxi light, strobes, beacon - day or night. Be as visible as physically possible, because the other pilot is moving fast with his attention split a hundred ways.

Remember that see-and-avoid is still on you. This is VFR airspace, and the responsibility not to hit anyone is yours. The hard part is closure speed: a military jet at 300 to 400 knots closing on your 100-and-change eats up distance faster than your scan can reasonably catch. A dot on the windscreen becomes a jet in your lap in seconds. Keep your scan deliberate, disciplined, and constant - and honestly accept that see-and-avoid against fast movers is a thin margin. That’s exactly why flight following matters so much.

Use altitude to your advantage. Know the floor and the ceiling cold. Some MOAs have a floor well above the surface, leaving perfectly usable airspace underneath where fast traffic isn’t allowed to be - that can be your out. If an MOA is published as surface up to but not including 18,000 feet, don’t count on popping over the top unless you know the vertical limits and can legally and safely get there. Reading those vertical limits correctly is the difference between a smart plan and a guess.

A Real-World Scenario: Which Decision Is Right?

You’re a fresh private pilot with around 60 hours, flying 140 nautical miles to see family. The straight line runs through an MOA your briefing says is active until sunset. It’s 2 p.m.

  • Option one: Fly the straight line, no radio contact, head down on the tablet half the time. Legal - and a bad idea.
  • Option two: Fly the straight line, but call center for flight following before reaching the boundary, brief the vertical limits out loud, get your lights on, and fly the transit with eyes outside and fingers ready to maneuver. Legal, and now defensible - a gamble turned into managed risk.
  • Option three: Add 15 minutes and go around entirely, staying below or beside the area. Costs a little time and fuel, buys zero exposure.

There is no single correct answer. Options two and three are both good pilot decisions. What separates a good pilot from a lucky one is choosing deliberately, with the information in hand, weighing your own experience and comfort honestly. A low-time pilot who picks option three because their scan isn’t sharp enough yet for fast-mover traffic isn’t being timid - that’s a professional-grade decision, exactly the aeronautical decision making the Airman Certification Standards ask for.

What Will an Examiner Ask About MOAs?

Two things trip people up on checkrides.

Know the MOA-versus-Restricted distinction. Be ready to state that VFR does not require permission for an active MOA, but does require permission or a clearance for an active Restricted Area. Mixing those up raises an eyebrow.

Know your sources. The schedule, controlling agency, and vertical limits live in the chart supplement and on the sectional. The activation status - is it hot right now - comes from Flight Service, the controlling facility, and the FAA’s special use airspace data. The examiner wants to see that you know where to look, not that you memorized one particular MOA.
