A Military Operations Area (MOA) is not prohibited airspace - a VFR pilot can legally fly through one without an ATC clearance. But legal and safe are two different things. Knowing how to determine whether a MOA is active before you cross that boundary is one of the most important cross-country planning skills a private pilot can develop, and it is also one of the most commonly skipped.

What Is Special Use Airspace?

Special use airspace is one of those topics that appears on every private pilot written exam, comes up again on the oral, and then stays blurry for years afterward. The reason is usually that pilots memorize the definitions without understanding the logic behind each category.

The FAA recognizes six distinct categories of special use airspace:

  • Prohibited Areas (P designation)
  • Restricted Areas (R designation)
  • Military Operations Areas (MOA)
  • Warning Areas (W designation)
  • Alert Areas (A designation)
  • National Security Areas (NSA)

Each category is different. Confusing them on an oral exam - or in actual airspace - is costly.

What Are Prohibited and Restricted Areas?

Prohibited Areas carry a P designation on the sectional chart. P-40 sits over the White House in Washington, D.C. P-56 covers portions of the airspace over the capital itself. When you see a P designation, that airspace is completely off-limits to civilian pilots - no clearance opens it, and no ATC routing takes you through it.

Restricted Areas carry an R designation and require ATC authorization before entry. They may contain aerial gunnery, artillery firing, missile testing, or other activity that poses a real hazard to uninformed traffic. When a Restricted Area is inactive, the controlling agency can release it to ATC, who can then route civilian traffic through it. You never assume a Restricted Area is open - you always confirm.

What Are Warning Areas, Alert Areas, and NSAs?

Warning Areas carry a W designation and are mostly offshore, over international waters. They contain the same kinds of hazards as Restricted Areas - high-performance military aircraft, weapons activity - but because they sit over international waters, the FAA lacks the same legal authority to restrict civilian flight. The hazards inside an active Warning Area are real regardless.

Alert Areas carry an A designation and mark locations with high volumes of pilot training or unusual aerial activity: busy flight schools, parachute operations, civilian aerobatics. You can legally fly through an Alert Area without any clearance, but the name says it plainly - be alert and keep your head on a swivel.

National Security Areas are marked NSA on the chart. The FAA requests, not requires, that pilots avoid them. They typically sit over sensitive infrastructure.

Can You Fly Through a MOA?

Yes - with an important caveat. A VFR pilot can legally fly through an active Military Operations Area without an ATC clearance. But understanding what is actually happening inside an active MOA changes the calculus.

When a MOA is active, it contains military flight training: combat maneuvering, aerobatics, high-G turns, formation flying, and air combat tactics. Pilots inside those cockpits are focused on each other - not scanning for civilian traffic. An F-16 at 500 knots in a 60-degree bank and a Cessna 172 at 115 knots occupy very different energy states. The closure time between them is measured in fractions of a second. Traffic advisories help, but they are not separation.

The real question is not whether you can fly through a MOA. The real question is: how do you know if it’s active?

How Do You Find MOA Boundaries and Schedules?

Your sectional chart shows the MOA name, lateral boundaries, altitude limits, and scheduled times of use. Sometimes the schedule appears right on the chart, abbreviated. Sometimes the chart refers you to the Chart Supplement (formerly the Airport Facility Directory), where the full schedule is published in plain language.

Here is the critical limitation of published schedules: they represent normal operations, not real-time status. A MOA can be activated outside its published schedule if the military obtains a Notice to Air Missions (NOTAM) extending or modifying that schedule. The chart tells you what is normal. Normal and current are not always the same thing - and that gap is where pilot deviations happen.

How Do You Confirm a MOA Is Active Before You Fly?

There are four concrete steps, and each one catches what the previous step might miss.

Step 1: Call Flight Service. Before departure, request Special Use Airspace status along your route. Give the briefer the MOA name and your planned transit time. A thorough briefer will cover it in a standard weather briefing, but ask directly rather than assuming it will be included.

Step 2: Check NOTAMs and actually read them. If a MOA is activated outside its charted schedule, there will be a NOTAM for it. Preflight apps surface these, but you have to look at them. NOTAM review should be a non-negotiable step in your preflight process - not something you skim at the end of the weather package.

Step 3: Contact the controlling agency directly. On your sectional, near the MOA boundary, you’ll find a notation identifying who controls that airspace - often a military installation, sometimes with a frequency listed. If you want the most current possible status, contact them directly before departure or while en route.

Step 4: Ask ATC while airborne. If you’re flying with flight following from an Air Route Traffic Control Center (ARTCC), ask about MOA activity in the air. The controller may tell you the MOA is cold and you can proceed, or they’ll provide traffic advisories while you transit. Flight following is not just a radar service - it’s a line of communication.

What’s the Difference for IFR Pilots?

The rules are fundamentally different for instrument-rated pilots operating on a flight plan. When a MOA is active, ATC is required to separate IFR aircraft from that airspace - by vectoring them around it or keeping them at an altitude above or below the active block. An IFR pilot in the system has ATC carrying that responsibility.

A VFR pilot is on their own unless they specifically request advisories. And advisory service is information, not separation. Keep that distinction sharp - it matters on the oral exam, and it matters when you’re actually up there.

How Do MOA Altitude Blocks Work?

A MOA is not necessarily full-column airspace. It might be charted from 4,000 feet MSL up to but not including 18,000 feet, or from the surface to 10,000 feet. Some MOA complexes have multiple altitude blocks with different schedules and different controlling agencies.

The Powder River MOA complex in Montana and Wyoming covers an enormous area divided into multiple separate blocks, each with varying activation schedules and altitude limits. Knowing which block your planned cruise altitude puts you in - and whether that specific block is active - is part of the preflight homework.

If a MOA is charted from 8,000 feet MSL to FL180 and you’re cruising at 4,500 feet, you are below that MOA’s floor. The military activity above you is worth knowing about, but you are not inside the active airspace.

One important note: MOA altitudes are expressed in Mean Sea Level (MSL), not Above Ground Level (AGL). In mountainous terrain, that distinction changes the math considerably. A MOA floor at 6,000 feet MSL might be only 2,000 feet above terrain sitting at 4,000 feet - your actual separation from that floor is not what the chart number first suggests.

Can a MOA Be Released While Active?

Yes. When military operations temporarily pause inside a scheduled-active MOA, the controlling agency can release that airspace back to the National Airspace System. When a MOA is released, ATC treats it like normal airspace and can route traffic through it with appropriate separation.

If you’re on flight following and you ask about a MOA that is technically scheduled to be hot, the controller may tell you it has been released and you’re clear to proceed. It happens more often than pilots expect. It’s one more reason to be talking to ATC rather than making routing decisions in isolation.

What Does the ACS Expect on Your Checkride?

The Airman Certification Standards (ACS) require you to identify the type and classification of special use airspace on a sectional chart, explain the requirements for operating in or near each type, and make sound aeronautical decisions about routing based on what you find.

On the oral, your examiner may point to a MOA or Restricted Area and ask you to walk through your thought process as pilot in command. They are not looking for a recited definition. They want the process: What type of airspace is this? What are the altitude limits? What are the published times? How do I determine if it’s currently active? What are my options if it is?

Walking through that sequence clearly and confidently will move you through that portion of the oral cleanly. The examiner is looking for a pilot who has already thought through the implications before leaving the ground.
