At EAA AirVenture in Oshkosh, Wisconsin, controllers direct thousands of arriving aircraft without ever using their call signs. Instead of clearing pilots by voice, controllers ask them to rock their wings for acknowledgment and use colored light-gun signals to issue instructions. This works because Federal Aviation Regulation 91.126 (and its Class D counterpart, 91.129) allows aircraft to operate at a tower-controlled airport without two-way radio as long as the tower approves the operation “by other means” - and that other means is the light gun.

AirVenture is underway right now at Wittman Regional Airport and runs through July 26. During the show, more aircraft land there than at any other airport on Earth, which is exactly why the arrival is built around listening and looking rather than talking.

Why doesn’t the Oshkosh tower use your call sign?

The Oshkosh arrival is designed to keep pilots heads-up and off the radio. You fly the Fisk approach exactly as published in the AirVenture NOTAM: follow the railroad tracks inbound at 90 knots and 1,800 feet, or in a faster airplane at 130 knots and 2,300 feet.

When the Fisk controller spots you and wants to talk, they don’t ask you to say anything. You’ll hear something like, “high-wing Cessna over the tracks, rock your wings.” You waggle the airplane left and right so the controller can see you understood.

That wing rock is your entire transmission. No microphone. No call sign. You never key up. Every wing rock is one less voice transmission clogging the frequency, which is what makes see-and-avoid work when 20,000 airplanes are funneling toward one field.

The legal foundation is FAR 91.126, which governs operating at an airport in Class G airspace. Its cousin, 91.129, covers Class D. Both contain a phrase most students read right past: if an aircraft is not equipped with a radio, or if radio communication cannot be established, the aircraft may still operate to and from the airport as long as the tower grants approval by other means.

That “other means” is the light gun. The rule was written for the no-radio airplane, the stuck microphone, and the failed transmitter. Once a year, the EAA and FAA stand that same regulation up on an industrial scale and run tens of thousands of airplanes through it.

What do the light gun signals mean?

The light gun is not an emergency-only relic - it’s a current procedure, and a checkride examiner can ask you what the colors mean. There are five signals, and each can mean something different on the ground versus in the air.

  • Steady green - On the ground: cleared for takeoff. In the air: cleared to land.
  • Steady red - On the ground: stop. In the air: give way to other aircraft and continue circling.
  • Flashing green - On the ground: cleared to taxi. In the air: return for landing (a steady green will follow when it’s your turn).
  • Flashing red - On the ground: taxi clear of the runway in use. In the air: airport unsafe, do not land.
  • Flashing white - On the ground only: return to your starting point on the airport.

How can I memorize the light gun signals?

Don’t memorize a grid of colors and locations - anchor on a traffic light you already know.

Green means go. Red means stop or hold. Flashing softens the message into “get ready” rather than “do it now.” Steady is the command; flashing is the setup for the command. If you hold onto that logic, you can reconstruct almost the entire table under pressure without rote memorizing every box.

What happens if my radio quits on final at Oshkosh?

Picture yourself inbound with a working radio. You’ve been listening to the Fisk frequency, hearing the controller call out airplanes by color and wing position - “blue low-wing, rock your wings, follow the Cub ahead of you.” The controller calls your airplane, you rock your wings, and they tell you to expect Runway 36, the green dot. You are already operating functionally no-radio: receiving instructions and acknowledging without ever transmitting.

Now push it further. Say your radio dies completely on final. At a normal airport, that’s a genuine problem and a phone call afterward. At Oshkosh during the show, it changes almost nothing about the next sixty seconds:

  1. Keep flying the airplane. Don’t fixate on the dead radio.
  2. Look at the tower cab and wait for the light.
  3. Steady green - land on your dot.
  4. Flashing red - go around. That light is telling you the runway isn’t yours right now.

The controllers there are watching for exactly this. Oshkosh is one of the few places on Earth where losing your radio on short final is genuinely routine.

How should I prepare before flying into Oshkosh?

Put the signals on a card. Keep the light gun signals somewhere you can see them in the cockpit. When the day comes that you need them, your radio is probably already dead and you can’t look them up on the frequency.

Practice the acknowledgment. On a quiet afternoon at your home field, ask the tower for a light gun signal - most controllers are happy to shoot you a green when they aren’t slammed. Reading a light and rocking your wings is a physical skill, and the first time you do it shouldn’t be in the busiest airspace in the world.

Respect what the NOTAM is teaching. When it tells you to rock your wings instead of keying the mic, it’s keeping tens of thousands of pilots off one frequency so see-and-avoid actually works. The regulation supplies the authority; the procedure gives everyone a quieter, safer sky.
