What Does FAR 91.151 Actually Require?

In plain language: considering wind and forecast weather, you must have enough fuel to fly to your first point of intended landing, and then to fly for a set amount of extra time at normal cruising speed.

Notice the rule says your first point of intended landing - not your final destination. If you plan a fuel stop halfway through your trip, the reserve applies to that fuel stop, not to the airport three legs down the road.

Why “Normal Cruising Speed” Changes Your Math

That 4-gallon, 30-minute figure is built on a fantasy: that your engine burns exactly what the book says, your tanks hold exactly what the placard says, the winds match the forecast exactly, and you flew exactly the route you planned.

Perfect burn. Perfect winds. Perfect flying. When was the last time you had a perfect anything?

The regulation tells you when you become a criminal. It does not tell you when you become safe. There’s a lot of daylight between those two lines.

Picture a cross-country planned exactly the way the ACS wants. You checked the winds aloft, did your fuel math, and on paper you arrive with 45 minutes in the tanks - above the daytime minimum, legal, comfortable. Then reality shows up.

The forecast promised a 10-knot tailwind; instead you get a 15-knot headwind. Your ground speed drops, your legs take longer, and you burn fuel the whole time you’re behind schedule.

Then Approach hands you a reroute. Then you get vectored for traffic. Then you reach the destination and there’s a disabled airplane on the runway - go around, climbing at the highest fuel burn the engine ever sees, and divert.

Every one of those events is normal. Every one is a Tuesday. And every one ate into that 45 minutes. Now your comfortable pad is 15 minutes, and 15 minutes is where pilots start doing math with a shaky pencil. The reserve isn’t for reserve - it’s for the day that doesn’t go according to plan.

What Personal Fuel Minimum Should You Fly?

The regulation gives you a legal minimum. Fly to a personal minimum instead, and make yours bigger.

A solid rule of thumb for many pilots is one hour of fuel in the tanks at landing - not 30 minutes. Others fly to a fixed number of gallons and never let the tanks drop below it. Whatever shape it takes, you’re building a margin the FAA doesn’t require, because you’ve learned the FAA’s number is where things start going wrong, not where you’re safe.

How Do You Actually Use a Personal Minimum in Flight?

A personal minimum you only think about on the ground is worthless. The tool that makes it work is a decision point set before you take off.

Say it out loud to yourself: “If I reach such-and-such airport and I’m not showing at least X on the gauges, I am stopping for fuel. Period.” No in-cockpit debate.

The pilot who runs the tanks dry almost never decided to. They negotiated - “it’s probably fine, it’s only 20 more miles, the gauge is conservative anyway.” One reasonable-sounding excuse at a time, all the way to the crash site. Fuel exhaustion is one of the most preventable accidents in aviation: the engine works, the airplane works, there’s simply nothing left to burn.

1. Trust the tanks over the totalizer. Light-airplane fuel gauges have an earned bad reputation - but your watch and your known burn rate don’t lie. Time × gallons-per-hour is the most honest fuel gauge in the airplane. If you took off with full tanks and know your burn, you always have a good estimate. Know your time aloft cold.

2. Lean the engine, but don’t plan around perfect leaning. Proper leaning saves real fuel and you should master it. But don’t fly a plan that only works if you nail your leaning every time - the day you’re distracted, you’ll fly rich and burn more than the book.

3. Respect usable versus total fuel. The tanks hold more than the engine can reliably draw, especially in maneuvering flight. Always do your fuel math with usable fuel from the placard and handbook. Your 30-minute reserve gets thin fast if you accidentally counted fuel the engine can’t reach.

4. Give night flying extra margin. The rule asks for 45 minutes at night for a reason - your options shrink in the dark. If the engine goes quiet over unlit terrain, you can’t see the field you’d glide to. Take the hint the rule is giving you, then take more.

The rules get more demanding as the flying gets more demanding. Under 14 CFR 91.167, IFR fuel requirements are stricter: enough fuel to reach your destination, then to your alternate airport if one is required, and then to fly for an additional 45 minutes beyond that.
