A Military Operations Area (MOA) is Special Use Airspace shown on sectional charts as bands of magenta hash marks. Unlike restricted airspace, a MOA is joint-use, which means you can legally fly through it VFR in any light aircraft without a clearance or even talking to anyone. The one thing that determines whether that’s a smart move or a dangerous one is whether the MOA is “hot” (active with military traffic) or “cold” (empty) at the moment you cross it.

What Is a Military Operations Area?

The FAA carves out several categories of Special Use Airspace for activities the rest of us want to stay clear of. Prohibited areas are off-limits entirely, like the airspace over the White House. Restricted areas may contain artillery, gunnery, or missile fire, and entering when active can genuinely kill you. There are also warning areas over the water and alert areas.

A MOA is different from all of these. The military uses it for training: high-speed intercepts, aerobatics, formation work, and air combat maneuvering - the kind of flying where a fighter is pulling six or seven Gs and reversing across the sky faster than your eyes can track.

But here’s the part low-time pilots get wrong: a MOA is not restricted airspace. No permission is required. No clearance is required for a VFR aircraft. That magenta hatched block is joint-use, and you have every right to fly straight through the middle of it under visual flight rules. Nobody owns a MOA - you share it, and the see-and-avoid responsibility stays with everyone.

Can I Legally Fly Through a MOA VFR?

Yes. You can fly through a MOA VFR without talking to a single soul. The real question isn’t whether you’re allowed in - it’s whether the airspace is active right now.

That’s where hot and cold come in. When a MOA is being used for military activity, it’s hot. When there’s nobody in it, it’s cold. A MOA’s schedule can shift throughout the day. It might be hot from 9 a.m. until noon, cold through the lunch hour, then hot again all afternoon. It might only activate on weekdays. It might be published as active sunrise to sunset but sit empty three days out of five.

How Do I Find Out If a MOA Is Hot or Cold?

The hours printed on the chart are not the whole story. Look at the chart panel - the box off to the side of the sectional, or the entry in the Chart Supplement - and you’ll see the MOA listed with its floor, ceiling, times of use, controlling agency, and a note. That note almost always reads “other times by NOTAM.”

That means the published hours are only the scheduled hours. The military can activate the airspace outside them with a Notice to Air Missions (NOTAM), and they can release it early too. So the printed schedule tells you when it’s probably hot - it does not tell you whether it’s hot right now.

Only one thing gives you real-time status: a call to the controlling agency, usually an Air Route Traffic Control Center (Center) or sometimes an approach control, listed in the Chart Supplement.

Step one - during planning: Before you start the engine, call Flight Service and ask about the MOA during your standard weather briefing. Give the briefer your route, and they’ll tell you the scheduled status and any NOTAMs that have activated it. That’s your first data point.

Step two - in flight: Request VFR flight following from that Center or approach controller. Now you’re talking to the very people running the airspace. Ask plainly: “Is the Sparta MOA hot?” They’ll tell you. If it’s cold, fly straight through, direct, and save yourself the detour.

What Should I Do If the MOA Is Hot?

If it’s hot, you still have options. The controller can often give you a traffic advisory on the military activity. Sometimes they can coordinate a route. Sometimes they’ll tell you the fighters are working the north half and you can slide through the south. And sometimes the smart answer is, “Thanks, I’ll route around it” - and you do.

Consider a real scenario. You’re a student pilot at roughly 40 hours, planning a cross-country whose route runs straight through a MOA. Going around adds 25 miles and burns another 20 minutes of fuel and rental time. Going through saves that. On a solo cross-country, routing around is a perfectly defensible, conservative choice, and no one will fault you for it. But the goal is to make that decision from knowledge, not fear. The examiner knows the difference.

Why Is a Hot MOA Actually Dangerous?

A hot MOA doesn’t hurt you because it’s illegal to be there - it isn’t. It hurts you because you can legally put yourself in the same small piece of sky as an airplane that can’t see you and can’t miss you.

Think about closure rates. A military jet in a MOA might be doing 400 to 500 knots. You’re doing about 100. Head-on, the combined closure can be 600 knots or more - that’s 10 nautical miles a minute. The see-and-avoid that works okay between two Cessnas closing at 140 knots falls apart completely at those speeds. By the time a fighter pilot registers your small airplane as a threat, there may not be enough seconds left to do anything about it.

And the fighter is often maneuvering hard - inverted, pulling Gs, eyes locked on the other jet he’s fighting. You are the last thing on his mind. That’s why you talk to the controlling agency: not because a regulation forces you to, but because it’s the difference between sharing the sky and gambling with it.

What Else Should I Check Before Crossing a MOA?

Check the floor. Many MOAs don’t extend down to the ground. Some floors start at 1,500 feet AGL, some higher. If a MOA floor is 8,000 feet and you’re cruising at 4,500 feet, you’re underneath the whole thing and it doesn’t apply to you. Read those altitudes - they matter as much as the lateral boundaries.

Don’t confuse a MOA with a restricted area. A restricted area is shown with blue hatching and an “R” designation (R-plus-a-number). When active, you may not enter it - live fire, missiles, a hard no - unless the controlling agency clears you in. The magenta hatching is the joint-use MOA. On a sectional they look like a similar family, but the consequences are wildly different, so learn to tell them apart at a glance.

Know your resources. The Chart Supplement lists every area with its times and controlling agency. Your electronic flight bag - ForeFlight, Garmin Pilot, or similar - will show MOA status and even shade active ones on some subscriptions. But don’t bet your life on the app being current. The controlling agency on the radio is the source of truth. The tablet is a planning aid.

How Do MOAs Show Up on the Checkride?

The Airman Certification Standards (ACS) cover this under the airspace task. The examiner wants you to correctly identify the airspace on the chart and explain the operating requirements and flight characteristics of each type - which includes Special Use Airspace.

When the examiner points at that magenta hash and asks “What’s this?”, here’s the gold-standard answer:

“That’s a Military Operations Area. It’s Special Use Airspace, joint-use, so I can legally transit it VFR without a clearance. But before I do, I’d check its status - scheduled hours in the Chart Supplement, NOTAMs in my briefing - and I’d confirm real-time status with the controlling agency on flight following. If it’s hot, I’d get traffic advisories or route around it, because the military traffic in there can be fast and maneuvering, and see-and-avoid gets a lot harder at those speeds.”

That answer tells the examiner three things: you know what it is, you know your rights, and you know the risk. That last part - the judgment - is what separates a pilot from someone who just memorized a chart legend.
