FAR 91.151 is the VFR fuel reserve rule, and it requires that you not begin a flight under visual flight rules unless you have enough fuel to reach your first point of intended landing and then fly for at least 30 minutes during the day or 45 minutes at night, all figured at normal cruising speed. But that reserve is a legal minimum, not a plan - it exists for the day everything goes wrong at once, and pilots who routinely land on it aren’t managing fuel, they’re getting lucky. Fuel exhaustion and fuel starvation remain among the most preventable causes of engine-failure accidents in general aviation, and almost none of them involve a mechanical problem.

What Does FAR 91.151 Actually Require?

The rule lives in the Federal Aviation Regulations at Part 91, Section 151 - written 91.151 - under the title “Fuel requirements for flight in VFR conditions.” It is your day and night VFR fuel rule.

In plain English: you cannot begin a VFR flight unless, considering wind and forecast weather, you have enough fuel to fly to your first point of intended landing and then continue for at least 30 minutes by day or 45 minutes by night, all at normal cruising speed.

Consider a classic cross-country. You’re flying 200 nautical miles in a Cessna 172 that burns about 8 gallons per hour and holds roughly 40 usable gallons in the older models. At about 110 knots groundspeed, that’s a little under two hours - call it 15 to 16 gallons to get there. With 40 gallons on board, it feels like you have tons of fuel.

On paper, you do. Then the flight actually happens:

  • The winds aloft aren’t as forecast. Instead of a light tailwind you get a 15-knot headwind, dropping your groundspeed to 95 knots. That two-hour leg stretches toward two hours and fifteen minutes, burning the whole time.

  • Your destination runway is blocked by a disabled aircraft, so you divert to a field twelve miles away.

None of those were emergencies. Every one is an ordinary Tuesday in aviation. And every one ate into the reserve you were so confident about.

How Much Fuel Should You Actually Land With?

Your 30 or 45 minutes is not a fuel stop you get to spend. Think of it as money in a locked account, reserved only for the day the headwind, the traffic delay, the closed runway, and the divert all stack up on the same flight. Here is how to fly above the minimum every time.

1. Plan to land with more than the minimum. Many experienced pilots adopt a personal rule that beats the regulation - a common one is a one-hour reserve, day or night, no exceptions. Others never let the tanks drop below a quarter. Pick a personal minimum bigger than the legal one and treat it as law, because for you, it is. The regulation is the floor; your personal minimum sits above it, and that gap is your margin.

2. Know your actual fuel burn. Not the book number from a new airplane flown by a test pilot - your airplane, your engine, and the way you lean it. Find your real number by tracking it: fill the tanks, fly a known time, fill them again, and divide. Do that a few times and you’ll know your true burn, which is usually a little thirstier than the book.

3. Verify your fuel visually before you fly. Look in the tanks with a fuel dipstick or a calibrated stick made for your airplane. Light-airplane fuel gauges are notoriously unreliable - the regulations only require the gauge to read accurately at one point, and that point is empty. The only reading you can legally trust is the one telling you you’re out. Fly on what you saw on the ramp, adjusted in the air by the clock and your known burn.

4. Use a watch, not the needle. The most reliable fuel instrument in your airplane is a clock. If you started with 38 gallons because you looked, and you burn 9 gallons per hour, then after two hours you have 20 gallons. Confirm it against the gauge, but let the clock and your known burn be primary. The gauge is the backup, not the other way around.

How Does Fuel Planning Show Up on the Checkride?

Fuel planning appears throughout the Airman Certification Standards (ACS). In the cross-country planning task, the examiner wants you to compute fuel burn correctly, account for reserves, and explain your personal minimums and diversion planning. They’re checking that you understand the difference between the legal reserve and a smart reserve.

In flight, when the examiner assigns a diversion, part of what they evaluate is whether fuel enters your thinking - whether some part of your brain immediately asks, Do I have the gas for this, and what does it do to my reserve? They want a pilot who treats fuel as a live, thinking decision, not a box checked on the ground and forgotten.

Why Fuel Accidents Are the Most Preventable in Aviation

Fuel exhaustion means running the tanks dry. Fuel starvation means you have fuel on board but it isn’t reaching the engine - usually because of a mismanaged fuel selector or an unused tank. Together they account for a startling share of engine-failure accidents every year.

Here’s the gut punch: almost none are mechanical. The engine was perfect and the airplane was airworthy. The pilot simply asked the airplane to fly farther than the fuel could carry it. There’s no weather to blame and no mechanical gremlin - just a number managed on hope instead of on the ramp with a dipstick.

So memorize 91.151 - 30 minutes by day, 45 by night - for your oral exam. But don’t fly to those numbers. Fly to a bigger number you set for yourself, because the pilot who always carries more fuel than the flight requires is never surprised, never rushed into a bad decision, and never standing in a field staring at a perfectly good airplane.
