Under Federal Aviation Regulation 91.155, VFR pilots must maintain both a minimum flight visibility (in statute miles) and a minimum cloud clearance (in feet or miles) that vary by airspace and altitude. In the most common airspace - Class E below 10,000 feet - the rule is 3 statute miles visibility, 500 feet below clouds, 1,000 feet above, and 2,000 feet horizontal. These buffers exist to preserve “see and avoid,” giving you and other traffic enough reaction time to spot each other before it’s too late.

Why FAR 91.155 Exists

Flying under Visual Flight Rules rests on a single assumption: you can see. You see the horizon to keep the airplane upright, and you see other traffic in time to avoid it. The entire concept of see-and-avoid depends on visibility and on your distance from the clouds.

That’s why the regulation gives you two things to track. Flight visibility, measured in statute miles, and cloud clearance, measured in feet - how far you must stay below, above, and horizontally from any cloud.

The catch is that these numbers change depending on your airspace and altitude. It isn’t one set of figures. It’s a small table, and the good news is you can carry the whole thing in your head.

What Are the VFR Minimums for Class E Below 10,000 Feet?

Class E is the controlled airspace that covers most of the country once you climb a little off the surface. It’s where most of us spend our flying lives, and it has the number you’ll use most.

The memory phrase is “three, one, five, two.” Some instructors teach it as the Cessna 152 trick - 3, then 1-5-2.

Those distances aren’t arbitrary. Picture an airplane on an instrument flight plan dropping out of the bottom of a cloud layer, or a faster aircraft skimming the top. The 500 feet below and 1,000 feet above are the buffer that gives both of you a fighting chance to see each other and turn. The 2,000 feet horizontal does the same for an airplane hugging the edge of a buildup. These are reaction time, converted into feet.

What Changes Above 10,000 Feet in Class E?

Climb above 10,000 feet MSL in Class E and the numbers get bigger - for a reason. Above 10,000 there’s no 250-knot speed limit, so airplanes go faster. Faster traffic eats up distance quicker, so you need to see farther and stay farther from clouds.

The number becomes “five, one, one, one.”

Notice the horizontal clearance jumps from 2,000 feet to a full statute mile. That’s a big change, and it’s a favorite examiner gotcha. If you’re at or below 10,000 feet, you use 3-1-5-2, even in Class E. The moment you tick above 10,000, you switch to 5-1-1-1. The switch happens right at that altitude.

A word of advice: don’t try to derive these numbers with logic in the cockpit. When the haze is closing in and you’re task-saturated, you won’t have the brain space. Memorize them cold - 3-1-5-2 down low, 5-1-1-1 up high - and make them reflexes.

What Are the Minimums for Class C, D, and B Airspace?

Class Charlie and Class Delta - the airspace around towered airports - use the same numbers as Class E below 10,000: 3-1-5-2. Three miles, 500 below, 1,000 above, 2,000 horizontal. Nothing new to learn.

Class Bravo, the airspace around the busiest airports, is the odd one out - and the easiest to remember. In Class B you need 3 statute miles visibility and your cloud clearance is simply clear of clouds. No 500 below, no 1,000 above. Just don’t fly through one.

Why so relaxed on cloud clearance? Because in Class B, everyone is talking to Air Traffic Control. You can’t be in there without a clearance and radar service, so the controller provides the separation you’d otherwise provide yourself with those buffers. When a controller is keeping everyone apart, the clouds matter less.

What Are the VFR Minimums in Class G (Uncontrolled) Airspace?

Class Golf is uncontrolled airspace - the layer near the surface out in the countryside, below the floor of controlled airspace. This is where the rules get most flexible, and honestly most dangerous, because flexible does not mean safe.

During the day, at or below 1,200 feet AGL, you need 1 statute mile visibility and you must stay clear of clouds. That’s the legal minimum.

But legal and wise are two different checkrides. One statute mile at 90 knots means you cross that entire mile of visibility in about 40 seconds - 40 seconds of warning for anything ahead of you. One mile of visibility doesn’t feel like flying. It feels like driving through fog with your family in the car.

At night, Class G tightens up. For most low operations in Golf at night you’re looking at 3 miles and the standard 500 below, 1,000 above, 2,000 horizontal. There’s a limited exception for operating in the traffic pattern within half a mile of the runway - but don’t build your night flying around exceptions. Build it around margins.

How Do I Apply These Minimums to a Real Flight?

Regulations only matter when you run the math on an actual day. Two scenarios show how.

Scenario 1 - the squeeze. You’re a fresh private pilot on a summer afternoon. There’s a broken layer at about 3,500 feet AGL; with field elevation near sea level, call the cloud bases 3,500 feet MSL. You’ll be in Class E once you climb. Visibility is a hazy 6 miles. Your planned cruise is 4,500 feet. Can you legally fly it?

Do the math. To stay 500 feet below the clouds, you’d cap out near 3,000 feet. To fly 1,000 feet above them, you’d have to climb through the layer - illegal and unwise under VFR. So the 4,500-foot plan is dead. You’re squeezed into a thin band beneath the clouds, and now you have to ask whether the terrain rises ahead into that ceiling. That’s exactly how a good pilot talks themselves out of a bad flight - the rule forced the math that revealed the trap.

Scenario 2 - the cloud with no tape measure. You’re cruising in Class E below 10,000, so 3-1-5-2 applies, weaving between puffy cumulus on a warm day. The cloud you’re about to pass is closer than it looked. Are you 2,000 feet from it horizontally? Not 1,500. Not 1,000. Two thousand feet - most of a runway’s length of sideways space. Pilots blow this constantly because clouds don’t come with tape measures. When in doubt, give them a wide berth.

How Will This Be Tested on the Checkride?

The private pilot Airman Certification Standards, under preflight preparation and weather information, expect you to know these VFR minimums cold and apply them to a real forecast. The examiner won’t ask you to recite 91.155 like a poem. They’ll hand you a scenario - a ceiling, a visibility, an airspace - and ask whether you can legally make the flight.

Sometimes the honest answer is no, and being willing to say no is part of what they’re grading.

Here’s a technique you can use on your next flight: before launching on any marginal day, look up the ceiling and visibility, then say out loud which airspace you’ll be in and which numbers apply - 3-1-5-2, 5-1-1-1, or clear of clouds. Hearing your own voice commit to the numbers catches the mistake your eyes want to make.

Why These Are Minimums, Not Goals

These figures are the floor, not the target. There’s a weather category called Marginal VFR - ceilings between 1,000 and 3,000 feet, or visibility between 3 and 5 miles - and the accident record for VFR pilots pressing into marginal and lower conditions is grim. For decades, the single deadliest thing in general aviation has been VFR flight continuing into instrument conditions.

FAR 91.155 is the guardrail. Your job is to stay well back from it, not lean against it. The pilot who scrubs the marginal flight didn’t lose - that’s the pilot who flies for another forty years.
