Entering Class C airspace legally comes down to one thing most pilots underestimate: whether the controller says your call sign back to you. FAR 91.130 requires two-way radio communications to be established before entering Class C airspace - not before landing, before entering the depicted rings on your sectional. That single requirement, and exactly what satisfies it, is where pilots at every experience level go wrong.

What Is Class C Airspace and Where Does It Apply?

Class C airspace surrounds airports with an operational control tower, radar approach control, and qualifying passenger volume. Examples include Albuquerque International, Pensacola International, Richmond, Tucson, and Raleigh-Durham - cities large enough for scheduled airline service but not the massive Class Bravo rings surrounding hubs like Atlanta or Chicago.

On your sectional, Class C appears as two solid magenta circles. The inner circle extends from the surface up to 4,000 feet above airport elevation, typically 5 nautical miles out. The outer ring starts at 1,200 feet above airport elevation and reaches up to 4,000 feet, typically 10 nautical miles out. The numbers printed inside each ring show ceiling over floor in hundreds of feet MSL - a “40 over 12” means that ring runs from 1,200 MSL to 4,000 MSL.

There is also an outer area extending roughly 20 nautical miles from the airport. No line marks it on the chart, but approach control may already be working traffic there. Getting on frequency well before the depicted ring is always a good practice.

What Does “Two-Way Radio Communications” Actually Mean?

This is where the regulation earns its reputation for catching pilots off guard. Two-way communication is not established the moment you key the mic. It is also not the same as a Class B clearance.

Class B airspace requires an explicit ATC clearance before entry - the controller must say “cleared to enter Class Bravo” or equivalent. Two-way communication alone is not enough. Class C airspace requires only that two-way radio communication be established. Two different standards. Know which one applies before you fly near either.

The Standby Scenario That Has Tripped Up Real Pilots

Here is the scenario that has resulted in actual enforcement actions.

You call: “Roanoke Approach, Cessna seven one four seven Papa, fifteen miles north, three thousand five hundred, request transition through your Charlie airspace.”

Approach responds: “Aircraft calling Roanoke Approach, standby.”

Two-way communication has not been established. ATC acknowledged that someone called. They did not acknowledge you specifically. “Aircraft calling” describes a category, not your call sign. You cannot enter the airspace. You must wait.

Now change the response: “Cessna seven one four seven Papa, Roanoke Approach, standby.”

Two-way communication is established. Your call sign is in their response. The standby instruction does not change your legal status - they know who you are, and you can enter the airspace while you wait for further instructions.

What to Do If You Can’t Reach ATC

ATC gets busy. If you call repeatedly and get no response, the first step is confirming you have the right frequency. Many Class C airports use different approach control frequencies for different arrival quadrants - check the sectional or the Chart Supplement for the specific frequency serving your direction of arrival.

If you genuinely cannot establish communication, you cannot enter the airspace. Your options are to descend below the floor of the outer ring (which starts at 1,200 feet AGL, so the surface beneath the outer ring is not Class C), reroute around the depicted rings, or turn back and sort out the frequency issue before trying again. The inability to reach ATC is not authorization to enter. Brief this scenario before your cross-country, not at ten miles out.

What Services You Receive Inside Class C

Once inside, ATC provides radar traffic advisories and sequencing with other traffic. This is meaningfully different from operating in Class G or the lower layers of Class E, where see-and-avoid is entirely on you. In Class C, a controller is actively watching your radar return.

For VFR traffic, ATC is not providing the same guaranteed separation they apply to IFR aircraft. But they are issuing traffic calls - telling you about the regional jet at your ten o’clock, sequencing you behind the turboprop on long final. That situational awareness has real value in a busy terminal environment.

If you are transiting rather than landing, tell approach that upfront: “Request VFR transition, southbound.” They will route you through, typically with an assigned altitude and heading. Follow their instructions, and when they say “frequency change approved” or “radar service terminated,” you are done. If you are landing at the Class C airport, expect a handoff from approach to tower as you get closer - typically around five miles out.

Equipment and Endorsement Requirements

Transponder with Mode C (altitude encoding) is required inside Class C airspace. This is how ATC sees your altitude on their radar scope. A non-functioning transponder is a problem before you ever make the radio call.

Student pilots can fly in Class C airspace, but FAR 61.94 requires ground and flight training specific to that airspace and an endorsement from an authorized instructor - not a generic airspace endorsement, but one specific to the Class C airport the student will operate in or through. If you are a CFI sending a student solo on a cross-country that routes near a Charlie airport, confirm that endorsement exists before they go.

Reading Class C Geometry Quickly on a Checkride

The outer ring of Class C starts at 1,200 feet above the airport. The surface directly beneath the outer ring is not Class C - it may be Class E or Class G depending on the area. A helicopter flying at 500 feet eight miles from a Charlie airport may technically be below the floor of the outer ring and outside the regulatory airspace, even while being well within the ten-mile radius.

On a checkride, an examiner may point to a position and altitude on a sectional and ask whether you are inside Class C. The top number on the chart ring is the ceiling; the bottom number is the floor. SFC means the floor is the surface. Practice reading those numbers quickly until it is automatic.

When Class C Airspace Is Not in Effect

Class C airspace only exists when the control tower is operational. When the tower closes, the Class C collapses. The regulatory framework reverts to whatever Class E or G underlies the airport at that location. The radio contact requirement no longer applies because there is no approach facility to contact.

Check the Chart Supplement before any night flight that routes through a Charlie airport. Tower hours are listed there. Some towers operate 24 hours; others close at 9 or 10 p.m. Know what you are flying into before you arrive.
